Special Needs Identification and Assignment Coordination

The Special Needs Identification and Assignment Coordination Program is designed for family members with any special medical, emotional or educational needs. Sponsors of identified families are given an assignment limitation code, known as a Q-code, which mandates that all records of the special needs family members be reviewed by the gaining base to ensure availability of services. Specific medical, dental and educational forms are obtained through the Commander Support Staff or through the Special Needs Program office. Upon completion of these medical appointments and travel recommendations, the gaining base has up to 14 days to either approve or deny travel to that location. This clearance is done for accompanied assignments to overseas and stateside locations, and cannot be accomplished earlier than 6 months prior to the relocation process. Program eligibility lasts as long as the special needs exist.
A similar screening, known as the Family Member Relocation Clearance, is conducted for accompanied overseas assignments regardless of SNIAC enrollment. Since no special needs exist, this does not assign a Q-code to the Sponsor but still ensures that the new location of the overseas assignment has proper medical services available through either a military treatment facility, or through the local community. This clearance cannot be accomplished earlier than 6 months prior to the relocation process.
Working closely with appointed representatives from other branches of the service, the Special Needs Program Office at the 423rd Medical Squadron oversees SNIAC and FMRC clearances for Army, Navy, and Air Force families. Due to the distance and limited resources within the Tribase area, it is crucial for all families to contact their losing base Special Needs Program office so a proper clearance can be accomplished prior to relocation.
