JAC JRISE Detroit Director of Operations, Army Col. Frederick Schwarz presents the Purple Heart to Mr. Richard Kelts. Kelts was wounded in Vietnam when his armored personnel carrier hit a mine. Capt. David A. Kerr of the JRISE (on left behind Col. Schwarz) took the initiative to ensure that his neighbor received the award in a military ceremony on July 25th after he learned that Kelts received the award unceremoniously in the mail.
